You can use Business Intelligence Development Studio (BIDS) to do these activities. BIDS has rich set of utilities to Develop and debug CLR User defined types,Userdefined functions,Stored Procedures and Aggregates. For a step by step approach to creating simple CLR procedure, check this link..
